THE
EARLY DEVELOPMENT OF THE KENTUCKY STATE R.B.A.
By BILLY G. TERHUNE.
The design of the
following is to provide some of the history of the present
association known as The Kentucky State Rabbit Breakers
Association. To some it will bring back memories and to
others it will be just trivia. So, in case my records get
lost or destroyed here is what part of the records show.
Organizational Meeting
The organizational meeting to form the KENTUCKY RABBIT
BREEDERS ASSOCIATION, INC. was conducted August 17, 1975.
This was at the Kentucky State Fair. A constitution was
presented and adopted. A per capita fee of $15.00 was
approved for any local club joining. The election of
officers was conducted with the following results:
President Edward T. Toebbe
First Vice-President Paul Bailey
Second Vice-President Billy G. Terhune
Secretary Richard Krebs
Treasurer Billy Fuller
Sgt.-at-Arms Owen Jones
Others present, besides those elected were: Tony Lobb, Neal
Maddy, Eva Sanders, Joe Gognat, Ronald Berry, Alton Fortney,
James Hawkins, and Maxwell Coffey.
The second meeting was conducted Nov. 29. 1975 in
conjunction with the show held by Jackson-Purchase R.B.A.
The minutes of the meeting report that the “Charter was
received from ARBS.” Additional persons, other than those
shown at the organizational meeting were the following:
Leela Fuller, Richard Roehr, Wanda Balthrop. A discussion of
the 10 cent per rabbit fee was conducted. A motion was
approved “A yearly meeting be held at the end of the State
Fair at which time officers will be elected to take office
Jan. 1.
The third meeting
of the KSRBA was conducted August 22, 1976 at the Kentucky
State Fairgrounds in Louisville, KY. Local clubs of the
state association represented at this meeting were as
follows:
Bluegrass RBA
Capital City RBA
Falls Cities RBA
Jackson-Purchase RBA
Southwest KY RBA
Lincoln Trail RBA
The elected officers for 1977 were:
President Edward T. Toebbe
First Vice-President Ronald Berry
Second Vice-President Ronald Roehr
Secretary Owen R. Jones
Treasurer Tony Lobb
Sgt.-at-Arms Bill G. Terhune
Additional people in attendance at this meeting, not listed
previously, were: Louise Toebbe, Carroll Terhune, Don
Burchfield, Harold Quick, Richard Whitaker, T. Sclonis, Bill
Bailey, and Pat Clark.
The Treasurer reported we had $75.00 in the general fund.
Another $119.00 was proceeds from a raffle to provide
promotion of Youth Division activities.
Billy Fuller provided the first letterhead stationery and
letterhead envelopes.
The Constitution and the By-Laws were amended that
established the Open and Youth Divisions Sweepstakes and
Display awards. This was conducted at our fourth meeting
held October 31, 1976. Approved the offering of “Six (6)
Best of Breed ribbons to the six (6) breeds having the
largest entry in show.” Also, an Annual “State of Kentucky
Best Display Trophy” was approved for the Open and Youth
Division. Additionally, “Six (6) Breed Display Trophies for
six (6) largest number of rabbits shown (in) the breed.”
Along with offering a trophy at each Ky. State RBA
sanctioned show for the “Youth Best in Show.” A $3.00
sanction fee was approved and a 10 cent per entry (excluding
fur and meat pens) was adopted. The Treasurer reported
$209.00 in the treasury.
Our first show was conducted in conjunction with Falls
Cities RBA show on April 4, 1977. Somewhere around 368
rabbits were exhibited. This is all the information I have
in relation to this show. Trophies were provided for the six
largest breeds for the Best of Breed and Best Opposite Sex.
The association’s fifth meeting was held August 1977
at the Kentucky State Fair. Those in attendance were: Edward
T. Toebbe, Ronald Berry, Billy G. Terhune, George Brannack,
Bernie Heitzman, M. D. Hill, Neal Maddy, Bill Suter, Carroll
Terhune, F. B. Coomer, Billy Fuller, Joe Gognat and Paul
Bailey.
Most local clubs had indicated that they were displeased
with the 10 cent per rabbit entry/shown fee and threatened
to discontinue their local club support. Approved was a
motion to continue the $15.00 per capita and 10 cent fee and
if no less than two local clubs agreed with that charge the
existence of the State Association would cease January 1,
1978.
The Secretary and Treasurer resigned and it was approved to
combine those two offices. Ronald Berry was appointed to
fill out the remaining term(s) as the Secretary-Treasurer.
No elections were held at this particular time.
Our sixth (6th) meeting was held on April 2, 1978
following the Falls Cities RBA annual spring show. It was
reported by President Toebbe that, “Three (3) local clubs
voted to join as well as individuals (members at large).”
Ron Berry reported we had $367.87 in the treasury. The
motion was approved to “Combine the Secretary-Treasurer’s
office” and “To abolish the Sgt.-at-Arms office” and that
the “First Vice-President’s and Second Vice-President’s be
combined.” The election of officers was conducted and the
following were elected:
President Billy G. Terhune
Vice-President Neal Maddy
Secretary-Treasurer Ronald Berry
The three local clubs joining the State Association were:
Capital City, Bluegrass, and Falls Cities RBA. Hub City RBA
and the Jackson-Purchase joined later and, or, after April
2, 1978. Members present at the meeting were: Edward Toebbe,
Maxwell Coffey, Neal Maddy, Frank Coomer, Cole Campbell,
George Brannock, Ron Berry, Bobby Rhodus, Billy G. Terhune,
Carroll Terhune, Harold Quick, and Richard Whitaker. Richard
Roehr was in attendance but the Southwest Ky. RBA did not
join the club. So, Richard Roehr joined as member-at-large
(I think). J & N Greenfield were listed as visitors.
The seventh (7th) meeting was held on August 26, 1978
in conjunction with a BRUNCH provided by Neal and Laray
Maddy for Ky. State RBA members. It was held in Valley
Station, Ky. At the Maddys’ home. Members attending the

A report was made by
Neal Maddy on the progress of the KSRBA working with Mr.
Gognat and Mr. Quick in assuming responsibility of the Ky.
State Fair show.
The overall Sweepstakes trophies for the Open and Youth
divisions along with the eight breed display trophies were
displayed at the Brunch. Those were to be presented to the
winners at the planned state association show November 11,
1978 at the Meade County Fairgrounds near Brandenburg, Ky.
The state association adopted that the “Kentucky State Fair
Rabbit Show would be a Ky. State RBA sanctioned show” and
that the Meade Co. Fair show would be the “Hub City RBA’s
sanctioned show and included also in the sweepstakes contest
computation along with the Ky. State Fair.”
A motion was made and approved that “The elected officers
(President, Vice-President and the Secretary-Treasurer) be
determined the Executive Committee with authority to plan,
develop, determine and other details of the annual state
show.”

plaque for his work and contribution to the Ky. State RBA.
Officers for 1979 were installed as follows:
President Billy G. Terhune
Vice-President Neal Maddy
Secretary-Treasurer Ronald Berry
A Youth Committee report was submitted by Leela Fuller with
recommendations to the Ky. State RBA. Due to the late
charter renewal the official name of the association became:
THE KENTUCKY STATE RABBIT BREEDERS ASSOCIATION.
The next or eighth (8th) meeting was held November
11, 1978 in Brandenburg, Ky. Local Club representatives were
from: Capital City RBA, Bluegrass RBA, Falls Cities RBA,
Jackson-Purchase RBA and Hub City RBA. The meeting was held
in conjunction with our second annual show of the Ky. State
RBA.
A motion was made and approved that the Jackson-Purchase
show to be held Dec. 2, 1978 be calculated into the 1979
Sweepstakes Award Series.
President Terhune provided information on a proposal to
attempt to get a Rabbit Show into the North American
International Livestock Exposition. Members were in
agreement that it would serve as our annual Show of the Ky.
State RBA and instructed President Terhune to prepare the
proposal on behalf of the club.
Our next recorded meeting was held in Brandenburg, Ky. On
August 4, 1979. The motion was made and approved “That up to
$250.00 be designated by the KSRBA toward the Rabbit Show at
the North American Livestock Show if accepted into that
show.”
The tenth (10th) meeting of our organization was conducted
Nov. 10, 1979 in conjunction with our Third (3rd) Annual
Show of the Ky. State RBA. The show was held in a gym at
Flaherty, Ky. President reported we were refused by the
North American International Livestock Exposition but
another application was being made ready for submission
again. Election of officers for 1980 was conducted with the
following results:
President Billy G. Terhune
Vice-President Richard Roehr
Secretary-Treasurer Nancy Youngblood
An honorary plaque and Life Membership were presented to
Harold Quick for his contributions to rabbits in Ky.
Tom Walsh suggested adequate notice of the Ky. State RBA
sanctioned shows be provided by the clubs, fairs, etc., to
the Secretary that the dates can be made known to
exhibitors. A motion was made and passed providing for a two
month prior notice be sent to the Secretary.
Our fourth (4) annual show was hosted by the
Jackson-Purchase RBA and held at Murray State University. It
was held Dec. 6, 1980 in Murray. It was held in conjunction
with their annual Fall Fur Classic held the next day.
